Executive Summary

This review, available via full report and a shorter discussion note, seeks to outline the innovation and entrepreneurship ecosystem in the Philippines with a particular focus on Impact-Driven Enterprises (IDEs), specifically social enterprises, impact startups, and grassroots innovations. This involves analyzing the sector’s organization and enablers, the policies that affect IDEs; the impact investing space in the country; and its economic and fiscal implications, among others.

The review found the following:

  • The Philippine entrepreneurship and innovation ecosystem, particularly segments that look into IDEs, exhibits a robust list of resources and supporters, including numerous active organizations, initiatives, and personalities that provide benefits for impact entrepreneurs and innovators in all stages of venture maturity progress.

  • Using the Ecosystem Maturity Model framework, the ecosystem is identified to be at the Accelerating stage. This is based on the adapted criteria, and supported by the qualitative discussion that additionally surfaced key discussions on challenges and concerns among the players of the ecosystem.

  • The identification of a clear and unified understanding of IDEs as functional entities in the local context is a significant step in clearly communicating the needs of IDEs in the Philippines, and reiterating their distinct value as sustainable mission-driven organizations.

  • The impact investment flow in the Philippines is hindered by the mismatch in expectation and knowledge between funders and entrepreneurs.
